This course introduces the institutional context for security, defense, and space industries, and the incentives and procurement mechanisms put in place by governments and public authorities to enhance innovation and leverage investments in R&D in these sectors. It addresses in particular the issue of cooperative, international R&D, in Europe and world-wide, from both the viewpoints of public authorities (national sovereignty and R&D program management) and of industry (partnerships and bid strategies.)
